The route from Turkey to Syria
Turkish goods reach Syria by truck through the northern border crossings, where they move to a Syrian truck, or by sea to Latakia and Tartus.
Syria's rules are changing fast. Since February 2026 non-Syrian trucks may enter only in transit, so goods for Syria change trucks at the border; talks on direct crossings were still going on in August 2026. A new customs tariff began on 1 June 2026 and was amended on 12 October 2026. We confirm the route and the time when you order.
Turkish trucks stop at the border: in the customs yard your goods move to a Syrian truck. Cilvegözü – Bab al-Hawa is the main crossing, and Öncüpınar, Karkamış and Akçakale also take freight; officials spoke of truck congestion in August 2026. In May 2026 the UN Logistics Cluster put Cilvegözü to north-west Syria at 1 to 2 days.
Time confirmed with your quoteFrom Mersin to Latakia or Tartus. A full container just for you, or space in a shared one.
Latakia handles most of Syria's containers, with lines such as CMA CGM, Arkas and Tarros. DP World has run Tartus since November 2025, but its container terminal is smaller, so check that your line calls there.
Time confirmed with your quoteFor samples and urgent, light orders.
3–7 daysTimes are approximate, port to port or border to border, and don't include customs clearance.

By air you'd be charged for 2,160 kg: the larger of the real weight and the volume weight (volume ÷ 6000).
Usually the best fit: a shared container. You pay only for 11.5 m³.

Papers: what we prepare and what Syria asks for
We prepare in Turkey
- Commercial invoiceEvery model, its quantity and price.
- Packing listWhat is in each carton, its weight and size, from the inspection.
- Certificate of originShows the goods are Turkish; it doesn't lower the duty, and customs may want it certified or legalised, so ask your broker before shipping.
What Syria asks of you
- Import licenceDepending on the goods, Syria can ask for an import licence or prior approval, and the importer must be registered. Check your HS codes with your broker before you order.
- Syrian standardsImported goods are tested at the land and sea ports, and any product that fails is rejected and sent back. Meeting the standard is your duty as importer, so check it before shipping.Official site
- Food and regulated-goods certificatesFood, medicines, chemicals, electrical goods and similar products may need health, plant, lab or conformity certificates, and food needs Arabic labels. Ask your broker which ones apply.
Trade agreement and duties
The 2007 free trade agreement between Türkiye and Syria has been suspended since 2011, and a new one is still only under discussion, so Turkish goods get no lower rate. Since 1 June 2026 most goods pay a fixed charge in US dollars per tonne plus a service charge, while some vehicles and machinery pay a percentage of the invoice. Decree 188 changed some rates on 12 October 2026, so check the rate for your HS code.
Before you order goods for Syria
- The June 2026 tariff lists goods Syria won't let in, including alcohol, pork, most fresh and chilled meat, used clothing, used and retreaded tyres, motorcycles over 50 cc and musical instruments. Bans in 2026 also cover eggs, chicken and, by season, some fruit and vegetables.
- Agree the payment route before you order. The US has ended its comprehensive sanctions and took Syria off its terrorism list on 24 August 2026, but named people and firms are still listed and banks can stay cautious. In April 2026 traders said payments with Turkey were still made in cash through transfer offices.
- Most duty is charged by weight, so the weights on your papers matter. We weigh the cartons at inspection and put the weights on the packing list.
